Above build is about what id recommend too, and for video card since 1060's are gonna be out of stock a while id check craigslist. There are about 20 gtx 970's listed on there for ~200 bucks, im sure you could find some in your area and talk them down. I suggest buying EVGA used, the warranty transfers to additional owners. I might skip the 1060 altogether if i can find a 970 for 150 bucks.

Would it be possible to upgrade the power supply to 650w? Also I was looking at nzxt phantom cases. How are they? Looking for some quiet honestly. On the graphics cards are there specific ones I should be looking at

You want a 1060 for the GPU, the models to avoid are zotac mini and anything made by PNY, everything else is fair game. For quiet cases look into nzxt H440 or fractal design define R5. You dont need 650w PSU at all, in fact a 500w PSU is massive overkill with a i5-6500 and a gtx 1060. You could power it fully overclocked with a 250w psu, not kidding. Parts these days dont consume much power at all.

here is a cheap option if you use benjamins for bunghole blotting.

of course change out the 980ti's for 1080's or new Titan's

You dont need 650W PSU. You only need it if you run overclocked 6700K with GTX 1080 (or anything else more power hungry from previous generations). On videocards anything from EVGA, Zotac, MSI, ASUS, Palit and Gainward is a good choice. Make sure to select a mini-version (one fan) because the regular version likely wont fit your case.

Would I need a heat sink? I was only wondering as I've seen some builds with them and some not. So I wasn't sure on it.

6600K doesnt come with one. Intel assumes that if you buy an overclockable processor you will overclock it and ditch the stock cooler anyway.

If I were to increase my budget say about 200 bucks would it be a smart buy to go from the 6500 to the 6600 or use that money elsewhere?

I would rather buy better GPU than CPU in this case, like gtx 1070 (that's it if you care more about games, than workload).

A better GPU than 1060 isn't gonna matter for WoW, going from a 6500 to a 6600k overclocked CPU will though.

WoW performance depends largely on a CPU.

This test uses 6700K@4.5GHz. It's a lot faster than 6500.

Yeah but changing from 6500 to 6600k will not give you as big fps increase, as changing from gtx 1060 to gtx 1070.

    WoW CPU Requirements
From Intel: Nearly any modern dual-core will handle WoW just fine. We can recommend the G1840, G3240, G3258, or even the i3-4170. The current best CPU for WoW is the Intel i5-6500. After that, it will be difficult to achieve additional performance from a CPU, even at 4K resolution. Once you have a powerful enough CPU, your graphics card will dictate your FPS.

Choosing an overclockable processor assumes that you overclock it. If you are uncomfortable with it you should state it. Of course there is no point of chooing a 6600K and not overclocking it. Overclocked 6600K WILL give a big fps increase.

Lies. You can OC it to 5GHz and it will still give you less fps than just buying gtx 1070. This guy want to play game on "max settings" where game will be more bound with GPU! I do not have this hardware to test BUT I would be able to bet all my money on that i5 6600k oc to heaven + gtx 1060 will give LESS fps than i5 6500 and gtx 1070!!!

    Also read trough this: http://www.mmo-champion.com/threads/...-WoW-framerate

Oh and I'm not OP btw...
