At this point, heroes that are killed in front the players and then end up returning as a boss later on is very cliché. Feels like they're going for a Game of Thrones type thing and killing a lot of the prominent figures just to make us feel the futility of fighting the Legion.

Could Tirion come back as one of those Army of the Light people that Xe'ra talked about? We saw the Naaru take the soul out of the one paladin back in the LK days.

That's not exactly what happened, if you're thinking of the questline I think you're thinking of. That Paladin was dying, and was going to turn into one of the undead due to being infected by the Plague of Undeath. The Naaru simply took his soul as he passed away, to prevent him from being enslaved.
