Guardian Artifact Question

Hey guys planing on Rolling Bear for Legion. Haven't been able to find anything but does anyone know the Suggested Leveling path for the artifact weapon?

Go after Gory Fur first, then after that its personal preference. There are some nice defensive traits going after Adaptive trait once you get Gory

Im only leveling as guardian, and can only put 13 levels at the tanking artifact. I think that the Embrace of the Nightmare trait would be the best for leveling and world quests. But do you think that the trait Bear Hug is any good damage wise or the point is better spent putting 1 point at Jagged Claws?
