There is a hidden increase to your chance of getting legendary that is useful to your character as you play and do world shit up to a certain point, 1 year in everyone wll have one or 2 of them easily, I got one from a emissary chest in beta only after 2 months. They mentioned this a few times.

Still i wouldn't plan around a random rare drop.

Except you get stuff useful for the spec you are playing, even the legendaries so it will become one of your items.

That's the point; it not WILL become one of ayour items. Maybe the bad luck protector fixes you up with one of the other two legendaries and then you wait nobody knows how long until maybe the desired legendary drops.
Which is totally fine, if you were guarantueed an item, why not simply mail it out on patch day?
So, in conclusion, you will most likely find an orange item for your spec(in reasonable time(whatever that might mean)), but it's not assured which.

Blizzard has said in numerous interviews now that you'll be able to 'target' a specific legendary, but this feature won't be implemented at launch. They also plan to add more at a later date. But to imply it won't "ever" become one of your items is a bit presumptious, ymirsson.

I don't imply it won't ever become yours, i just think you shouldn't plan your choice of spec around the expected performance boost of a singular, rare item which may or may not become yours during the expansion.
