Can't say I've had this problem, just get inside mobs and Sweep, pretty simple. As far as I know, we've got one of the few instant AoE stuns left in the game, so if the range really is that small, I suppose that's the trade-off for it being so easy to pull out.
And I also can't say I've ever heard of a talent that improves another talent...

Less pebcak than latency. Got evenings where I have to aim the leg sweep five yards ahead of things to land it and some where I can stun everything but moonkins/male draenei.
