How much is primary artifact gimped if I level as offspec?

I'm going to level my DK with the plan to use him as a tank when required while leveling and at 110. If I level as unholy and put points into my unholy artifact, will this cause too much of a handicap for my blood artifact and should I be leveling using that instead?

Not at all you can easily get to 13 in both in like one afternoon.

Once you hit 110 and start questing in Suramar, they shower you with Artifact Power items. You get 100+ AP items about every other quests, with some even giving as much as 800 AP. It's very easy to catch up on a second artifact once your main one starts requiring 6000 points for a trait. You can dump all the minor gains into the second one.

I dont understand how people say you cant have an offspec with the artifact system. I played for about 16hrs or so all up, and my main wep is 13 and offspec is 12.
