Moving frame under cursor or the opposite , is it possible?

Ok i want to accomplish one of these 3 things using one frame addon:

1. Move frame automatically under cursor based on x conditions

2. Move cursor automatically on frame based on x conditions

3. Lock the cursor on one place (ideally on the frame) and then make it so that the frame switch places with another frame based on x conditions

All these 3 things have one goal in common and that is convert mouseover healing macros into autotarget healing macros , is it possible to do this?

Never possible. All three things you mentioned are most definitely under the botting category. Nothing ingame will allow clickable frames to move in combat or control your cursor in any way.
