Kiljaeden will be the penultimate boss, before facing Sargeras in some form, likely weakened in the body of Illidan. If you haven't noticed, Blizzard is going all out for Legion. We won't be fighting leftover demons as the final boss this time.
We'll resurrect Illidan and the Naaru whatsit will tell him that he's the hero of light and has to save us from the Legion.
Illidan will take us to Argus to fight Kil'Jaedan. Once Kil'Jaedan is defeated, Illidan betrays us, backstabs the Naaru, and becomes Sargeras' new lieutenant, denying this so-called Prophecy.
We fight Illidan in the nether and finally kill him for good.

My bet is on the Avatar of Sargeras inside the body of.. Khadgar!! (and Dalaran destroyed )
First Arcanist Thalyssra. We help her to get strong, we build a withered army and probably after nighthold raid we'll take suramar back with her. And then great power brings great hunger and ta-da.
They were, and Azeroth is the last and only World-soul.
Chronicles rewrote the Titan civilization into a small group of lonely humanoid constellations who were trying to find more of their kind.
Funnily enough, this made them even bigger and harder to show, as they aren't mountain-sized metal people anymore, they're bigger than planets and possibly made of stars and other celestial bodies. But since they're all dead or inside a Watcher, we only have to worry about Sargeras, who also happens to like using mortal bodies.

My theory completely out of left field - Azeroth herself has been corrupted by Nzoth. Keeping up with the redemption theme, we will actually team up with a redeemed Sargeras, knowing that he cannot defeat the Void alone and needs Titan Azeroth to win. Khadgar will become the Avatar of Sargeras and we take the fight to Nzoth at the final raid. The Burning Legion will fall but a new Legion of Light will be formed. We as champions led by Illidan(Horde) and Khadgar(Alliance) will take the fight to to the Void Lords.
In the comic we see Anduin and Velen on a mission somewhere. I think they are headed to Argus to start a forward base for our assault on the Void.
Our artifacts will be sacrificed to use their power to heal Azeroth after we kill Nzoth. This will explain us not taking our artifacts with us.
KJ will be mid tier this expansion. We will find that KJ is working as a double agent as a leader for the Legion and seeking power from the Void Lords to kill Sargeras and take control of the Legion.
Warlords of Draenor was a huge fucking mess and nothing about it was really as it should have been. You can see that from the point, that the moment where Archimonde is introduced you kill him... Which is the first time in WoW history where that has happend.
So if we look away from the WoD devastation, then it makes sense overall in WoW. The final boss is always a conclusion to the entire expansion theme.
May the lore be great and the stories interesting. A game without a story, is a game without a soul. Value the lore and it will reward you with fun!
Don't let yourself be satisfied with what you expect and what you seem as obvious. Ask for something good, surprising and better. Your own standards ends up being other peoples standard.

They're not going to pull a boss out of nowhere and skip all their build up just to be the final boss of Legion.
So no, no sudden Hakkar or Kel'thuzad. It just makes absolutely no sense.
Varian is literally ashes, there's no corpse to bring back.
Jaina is mad, not insane, she hates the Legion just as much as everyone else.
And lastly, Mal'ganis is not nearly important enough to be a final boss.
If I had to guess, I would say it would be some form of an Avatar of Sargaras (like he possesses Illidan's body like mentioned), or maybe Kil'jaeden comes in after Gul'dan fails.
Gul'dan was, and Archimonde was referenced from the start as the one who was pulling the strings with Gul'dan.
He wasn't really there, yes, but he was mentioned and had an actual tie in with Gul'dan. It's not nearly the same as going "Hey guys, here's Hakkar, remember him?!"

Azshara is on par with Archimonde. An avatar of Sargeras is meant to be something that the heroes of Azeroth can handle or not be 1 shot like full Titan powered Sargeras. I doubt Azshara will be the end boss though. It'd be funny if she decided to help us only to make sure the survivial of her underwater nation survives.
