Yeah.. but you have to find them atleast ^^
They are also okayish for outlaw rogues, the nerf from 50 to 20 was , a bit too hard , but with the old WoD Cloak enchant ( 10% bonus movement ) the 15% from talents and buff uü its still pretty good

WoD Cloak enchants is nerfed to 2% bonus. In hotfix from Sept. 15

Enchant Cloak – Gift of Critical Strike, Enchant Cloak – Gift of Haste, Enchant Cloak – Gift of Mastery, and Enchant Cloak – Gift of Versatility now increase the player’s movement speed by 2% (was 10%).
