Enabling PvP Talents vs Dummies

I dont know if you guys might be with me or not but arent dummies meant for practice ? why cant we test our pvp abilities get the hang of them, im maxed honor talents atm and still for me to try these abilities out i need to play skirmishes even if i dont know what they even do.
