Did Blizzard just hotfix an ilvl requirement onto Awakened LFR?

Last night during Nythendra I noticed I was haste capping on Wrath during Heroism. Starlord and the artifact trait ( Celestial Alignment was up) pushed me over.
I was also looking at logs of similar kill times and ilvl and noticed others cast more Lunar Strikes than I do. Should I cast Lunar Strike during Hero/CA or spec out of Starlord?
I did use Starsurge a few times when already at 3 stacks for LS but only two or three times, logs had 40+ more LS. I don't think running out for Rot or that I was using Stellar Flare accounts for 40+ more LS.

No they didn't. Both reduce your GCD below the normal cap.

I'll rephrase - With Heroism, Celestial Alignment, and Starlord, I had haste which no longer benefited Wrath. Should I cast Lunar Strike during Heroism on a single target
