Assa Hidden Artifact?

Hi, sorry if it's a similar thread anywhere, didn't find any.

Anyway, the hidden Assassination Artifact.

Some people claim you get it from the rares in the Dalaran Sewers if you have Artifact Knowledge 4.

However, people say so much different things, it's all a confusing mess. So I have some question, appreciating answers from someone who knows this for sure.

1. Do you have to be in the Assassination specc for it to drop?
2. Does your Kingslayers have to be AK lvl 4? Or is it okey if your Dreadblades are? Or is AK shared? Never used ANY AP in any weapon but Dreadblades.
3. What are the droprates? Killed far over 50 rares and 0 drops yet. Am I doing anything wrong?

Any hints on how to get them is appriciated.

AK is shared across all your artifacts except the fishing one, you can get it after you reach AK4 in sewers.

Yeah, finally got it after like 70+ kills. Seems quite low drop rate.
