Queen's Decree

Hi. I have a question about Queen's Decree artifact talent. I went into the other direction in artifact weapon talent tree and picked tidal pools but it is kinda disappointing how little healing it actually does.
Now i'm wondering about queen's decree tooltip message which says "Healing Stream Totem heals each affected ally for an additional 35,760 over 6 sec."

If i understand correctly that means it will heal each affected ally for 35,760 HP TOTAL on top of the healing it already did. And if that's true, how is your experience with this golden trait. They always said it is a very strong artifact talent but it also looks kinda bad to me...

It's as good (or as bad) as Tidal Pools in overall healing. They provide somewhat between 2-3% total healing, depening on the situation (in raids and stacked fights it's more, in spread fights or 5-man it's less than that).
