You kill Xavius to finish one, and the last storyline unlocks at 20k/21k revered and carries you through to exalted. You don't need to do Nighthold. You don't even need to do all of EN, just join a group for Xavius or wait for LFR and be done.

Raiding isn't dying. It's pretty much never been "alive" (unless you count LFR, but who the hell counts that?). Blizzard just wants it to be. They want it to be more than anything they've ever wanted.
TBH, I think everything should just scale 5-40, save for ultra hard mode stuff and they should bring multiplayer scenarios back and those should also scale 3-40.
