RaF shenanigans

Hi, I wonder if anything like this happened to anyone else.
I've recruited a friend in WoD, he played for like 2 months (so he used his free month and then bought another one),
and I received free month of game time for this.
Now the same friend came back to Legion, bought a month again, and I'm not receiving a mount,
We've started looking why is that so, turns our he bought Legion for the same battle.net account but for different WoW account, by accident.
Somehow his b.net laucher is showing him WoW1 and WoW2 or something.
We wonder if this can be fixed? His problem is that his characters aew now splint in two accounts and he can only play half of them, without paying 2 monthly fees every month, and my problem is that I've no mount because his second account isn't considered RaF'd by me.

Yes, he can open a ticket so the gm transfers the legion from an account to another.
