World Quest spawns

Have they nerfed the number of world quests that spawn at the 9am/9pm server times?

I checke dback this evening 10pm server time and there were virtually no new quests, in fact, there were hardly any world quests at all, I cleared most of the ones from this morning and there was very little on offer, and no new Gold Dragon quests save a couple from this morning that just gave gold and rep where I;m already exalted.
