Personal anecdote: At one point I was sitting at 8% haste (and 66% mastery!) thanks to rng wanting me to stack mastery, the rotation felt like ass. Especially when you get the trifecta of 2-wound FS (with Castigator), no RC proc and no SD proc. Literally auto attacking for 6 seconds.
Get a lot of haste.

Correct me if I'm wrong but I think you want to go for haste soft cap (20%) then go straight crit. But please do your own sims and dps testing that fit your playstyle etc.
