Felwort rank 2 - not getting it

Can someone elaborate on how i get rank 2 felwort? because all my friend say they've gotten it on the first herb they did after they got felwort rank 1... but i havent gotten it yet, and its pissing me of. solutions?

Random is random. Just keep at it. Nothing else you can really do.

also, is it confirmed that u can get rank 2 from felwort seeds?

I was with the same issue on all my gatherers and then I decide to get rank 1 on every plant. Next world quest problem solved. So to get Rank 2 felwort you MUST have at least rank 1 on all broken isles herbs.
