World events dungeons requirements question

Hello. As Legion is very alt unfriendly and I'd love meself some Headless Horseman mount, just what I have to do to queue up for him Scarlet boss? I was always under the impression that it's max llevel only but recently it caught my ear that it's level 107? If so, please can anyone confirm this? If that's not the case then what ilvl is required in order to queue up?

You must be level 110 to que up for the headless horseman dungeon.

Thanks for clearing that up. What about the ilvl? Was Coren gated behind it?

Coren was lvl 109 to queue. usually the world events are slightly lower than max level to queue for it
