It's not 13% on top of what the OP already has. A relic always gives one more point in a trait on your artifact and the envenom one gives +10 at 3 points, +13 at 4 points, + 16 at 5 points and so on. Try it out yourself in one of the artifact weapon calculators.

So it is 3% envenom damage vs 3% crit on rupture. Pretty sure rupture wins out by a large enough margin to offset the ilvl difference but you should run some sims before deciding.

This thing about the ilvl is not true at all. An 850 sprint CD relic will be worse than a 830 Rupture Dmg% relic. These talents are incredibly relevant to your damage
