ISB additive or multiplicative?

Assuming I'm running High tolerance, and i have 50% baseline stagger. Would popping ISB's 40% additional stagger result in staggering 90% of incoming damage or [1.40 x 50 = 70%]?

Looks like stagger reduction is cupped at 99%

Looks like stagger reduction for magic damage isn't cupped at 50%. Actual stagger value at that moment was 50 + 40 + 20 + 6 = 116%, and 58% is exactly a half
