Relentless reduces crowd control effects duration by 20%. Are snares crowd control? I do believe so since AFAIK honorable medallion removes them too.
I'm asking since WW monks now have a passive pvp talent that reduces snare durations by 20%, and if that stacks with relentless.

You know what is better than drinking a beer? Brewing your own beer. And then drinking it. And then... Drinking another beer. And then, punching somebody in the snout! That's what!

I can't give you a definitive answer, but I have always considered them crowd control. As far as I know the legendary ring that procs on "Crowd Control" giving haste procs from slows, so that should mean that slows are considered a crowd control.
If we just look at the semantics of "Crowd Control" it would be controlling a crowd obviously, thinking PvE an AoE slow is one of the most effective way.. So I'd say yes
