Prydaz legendary neck - procs reset weapon swing timer?

Hi there, hoping to confirm that I'm not going crazy. I recently got the Prydaz shield neck but have noticed that whenever it procs it seems to reset my weapon swing - has anyone else with the neck noticed anything similar? It's particularly evident with arms due to the already slow weapon swings.

Even if it's true it is absolutely minuscule. But I doubt it. It probably just cancels the swing animation like any other skill.

got the necklace and i've had some of the 5 second swing timers kick in at times, its beyond painful.
I wasnt sure it was connected to the neckpiece though, but if it is, it explains a few things.

Maybe test it out briefly?

Noticed and reported this a month ago when I got the neck. What happens is that the first swing after a new shield is applied gets delayed by about 1-2 seconds, which to me is annoying enough to not use the neck at all.
