Is there a catchup mechanic with Seals of Broken Fate?

Got a new char to level 110 this week, got my 3 seals, and went and used them in a Mythic. After the run I hearth back to Dalaran and the seal quest is there like it's a new week. I was able to get 7 more seals like this throughout the week. I've used 4 and I have 6/6 in my currency tab. Is this intended or is it bugged?

Bugged. Some people have had it randomly happen to them since launch.

Yeah its bugged I've seen people try to make guides how to do it but it is a bug and it is exploiting if you use it knowingly.
