New talent system in legion?

Hi, so I remember there being some discussion from players that they changed how the talent system would work, like blizzard didnt just want you running the same talents from the very beginning and would like you to change depending on the situation, but, I can not remember them saying you could change your tree completely, have they removed the need to purchase dual spec and just let you choose which tree you want to play as and when you please as I can activate all 3 trees

You can now switch your talents as you see fit. Only you must be in Rested XP area (city, inn) or use Tome.
You can switch specialization in the same fashion.

Yes you can change spec whenever you feel like it as long as your are out of combat. For changing talents you need to be in a rested XP zone. Also you can only have 1 spec per spec if that makes sense, you can't have 2 affliction specs with different talents anymore.

They should make the first room of every raid and dungeon a rested XP zone, so you can switch talents when you go in.

It only works for queued control, like heroic dungeons, LFG, BGs, and arenas

Ah, I think it's the 60 seconds buff. Kind of broken if your game takes long to load.
