Can you get HAA from World Bosses if you're under 110?

I have a 104 Shaman and I'd like to get the hidden Doomhammer appearance, but I'm not sure if I'll be able to get 110 soon. Can I just go get a couple hits on the world boss and loot it the artifact appearance or is 110 required?

Was wondering that myself. A lot of hidden appearance drops specify a certain amount of AK required (obviously ruling you out if you're not 110) but in the guide I read, Doomhammer's one does not mention AK at all.
