Somewhere between 15-25%. You don't have to tip, it's just considered rude not to. If you choose not to tip I would advise not visiting the same restaurant again as they may remember you.
Our waitstaff don't get paid as much as they do in most other countries and are often dependent on tips to make a decent living.

wait staff gets paid the same amount as cashiers at grocery or other retail stores or anyone else working a minimum wage job. Fed law requires they get still get paid the federal minimum even if they don't get a single tip. Not in tip worthy places.
A place like mcdonalds or burger king, you stand in line, order and pay (no tip) and then wait for your food, then you take it and sit down (or leave) and again, no tip.
A place like TGIFridays, you go in and a hostess will seat you, someone comes to take your order, then brings it to you, they will check on you a couple times, when you need nothing else, they will bring you the bill which you can then leave a tip.
Chances are they won't spit in your food. To answer your question yes it is customary in the US to tip at restaurants that aren't fast food. 10-15% is customary based on your satisfaction with the service. It isn't a requirement to tip. Just keep in mind that while yes tipping is a pretty bad convention it is clearly not going to change in the US any time soon and the servers that wait on you probably make like $7 an hour and depend on tips to supplement their income.

It is customary to Tip in the U.S. If you do not, nothing will happen to you. You will just upset someone who replies on those tips to live. So it is up to you about how empathetic you are.
10% for crappy service.
15% for service that is expected.
20%+ for service that actually impressed you.

For any sit down restaurant that has a server that brings you food and/or drink, you should tip them. In the US, the majority of those workers get paid well under minimum wage (as low as between $2 and $3 in some states) and rely on tips as part of their wages. Keep in mind that those tips are also typically distributed to other low paid staff such as the dish washer and busing staff.
Tip ranges are traditionally 15% to 20% of the total bill, before any discounts. If the service was particularly bad, reasonable people tip very little (only a**holes don't tip anything). If the service was exceptional, some tip more than 20%.
In the U.S. average hourly wage of a waiter is $2.14 per hour. This is legal because tips make up the rest of the minimum wage. It is extremely rare that a waiter will not achieve a weekly pay rate of minimum wage. If they do, the company has to pay them the difference.

In America there are hundreds of minimum wage jobs where you get no extra compensation but due to female privilege every waitress believes she should make a couple extra grand of tax free money monthly while she walks food she didn't make to a customer 10 feet away.
It's called public subsidization of private business and it's stupid.
