any addons out there to help choose the best relic for the artifact weapons?

Go to your class forum and find a guide to your spec. They'll generally list the best Traits from the Relics. Then you can go to wowhead and look up a list of Relics and find where those with the best traits drop. There is no addon to do it for you.
