Am wondering what people get out of running a depleted keystone? I see it fill up quick groups in pugs. Like whats stopping the leader from filling up the keystone and dropping group with it. Doesn't make sense that pugs would want to do it.

It provides nothing outside of recharging it so that it can be used again. Those who join such groups are either doing it to be supportive and helpful, or because they hope that they will run whatever dungeon it unlocks next.
I don't really see many people doing depleted low level keystones, but plenty of people do high level depleted keystoned for the weekly chest.
Many of the +10's I've done (before 12 became highest) have been depleted
You get a chest still if you beat the timer and it recharges.
We did Maw 9 depleted because it was the closest key we had to a 10 on Monday.
I'm pretty sure it was the only depleted run I've done so far.
Last week my group used a depleted keystone to run high level mythic+ and practice until we finally got the achievement for clearing it in time. There is always a use!

It is interesting that at the start, like during first week, doing depleted keystone with enough time for +2 or +3 awarded you a chest(s) for that "skipped" part, but later was changed and now it doesn't matter how much you upgrade it, you still get nothing.
