I know I might be spelling it wrong but is Serenity better in all situation from mythic + to raid dungeons... I've noticed a lot of top tier players running Serenity. I like having the ability to pop up 3 monks to fight with me but everyone mostly runs serenity. So is it the best in AOE and Single target DPS?

Serenity is an overall better talent, yes. It is better for single target and burst AoE. Whirling Dragon Punch has its uses though, such Mythic+ content where you may want more consistent AoE for more trash packs.

Serenity takes a bit of practice to become better but has the potential to be quite strong. WDP+SEF will see better outcomes in some circumstances (lots of consistent AoE) and requires less skill with more margin for error.
I play OS WW, so I use Serenity all the time as I like the large burst potential it has in world content
