Does it exist, if so how to obtain it? Will it appear as EM quest in our follower board, or be a weekly reward (like timewalking rewards)?

Why should it even exist? ToV is a filler raid, implemented as an excuse for releasing halfassed EN.
During patch development it is became clear that gap between EN and NH is too big. Releasing cheap, small and slightly overtuned raid using rehashed locations was pretty logical and reasonable solution.

In fairness, the expansion went live with the raid already planned (thus the entire stormheim questline thing). You're wearing an awfully tight tinfoil hat if you think that they churned out a 3-boss raid in the few months since release just to get people off of their backs.
