They don't drop in LFR. It's now confirmed since they are not on the LFR OR Normal loot tables, only from Heroic and Mythic

Yeeeeeeeah I wish they said this sooner because I had three leather wearers doing LFR and using a coin each since they said the shoulders dropped :/ waste of coins.

I made a ticket about this and the GM said that he couldn't give me a yes or no answer about it. They MIGHT drop from LFR and normal, and they MIGHT not...Sigh, Blizz cmon! xD

There was an LFR and Normal version datamined. It's on WoWhead...
Hence why people assumed it dropped in LFR and Normal.
The shoulders also weren't listed on any of the loot tables until the recent patch.
And GMs wouldn't/couldn't give a response.

So yeah, people had reason to believe they could drop from LFR and Normal.

But y'know, fuck me right? ¯\_(ツ)_/¯
