both systems are garbage, what you want is a combination of them. for example each rare, dungeon boss and raid boss has a chance to drop some collectible once per week, and you can turn these in for a chance at your selected legendary, out of the top of my head id say it could be something like 500 of these items for 70% chance for selected legendary, 20% for other random legendary and 10% for random epic.
obviously the distribution of the collectibles, costs, and chances need to be properly adjusted, these are just the first values that came to my mind. the point is that the system is rng enough to not be completely boring and predictable, but still allows you to track your progress.

Collect 500 random things from emisary mythic+ and raids. Reward is a random legendary. Choose if you want start farming for next one or trade in 50 thingies to reroll your legendary.
Would have been 10x better then our current system
