Looking to upgrade computer. Need help

With tax return time coming i was looking at upgrading my pc. Really the only games I'm playing currently is wow and lol but i do play other things. I want to upgrade my computer so it can run wow and lol at the highest settings with no issues. Currently in league i can play on the highest settings with no shadows and its fine but wow is another story. Everything is on low and i have zero shadows and i still have frame dips frequently. My view distance, etc. is all on "low" settings as well.

If i could get the parts i would need to upgrade my pc to play wow at its highest settings with no issues what exactly would i need?
