Do goblins pay less for the Spider mount because of their discout trait?

I doubt that the gnome that sells the items has a specific faction

If a vendor has a faction, faction discount applies.
If a vendor has no faction, no faction discount applies.

Simple really.

No -- their passive only affects NPCs that are associated with a faction [of which you can earn rep with]... so no.
