You have to wonder if they're making it bad on purpose because they didn't like the outcry about people not wanting to be zookeepers. "Fine, you can emphasize your real pet, but we'll make it so bad you won't actually ever do so. Then we can remove it because no one ever took it and say no one wanted it!"
There's other uses for the talent outside of a 2 piece bonus where it's viable. PVP for example. The talent tree doesn't solely exist for PVE.

So you're saying it's bad design? I agree. If it's impossible to balance it out, it'd be best to scrap it and make a whole new effect.
Either way, some talents ending up being better in some cases is inevitable. If Dire Frenzy is too good, it needs to be nerfed. There's nothing specially wrong with Dire Frenzy being the best choice, just like there was not specially wrong with Stomp being the best choice, though it was not ideal for Stomp to be the best choice in literally every circumstance, it was still kind of alright.
Not really. It gives you choice. If your talent choices never budged based on situations, gear or fights then I would agree. Right now it's simming a 6k difference using CS with tier, 8k difference using DF with Dire Beast being top. Without tier Dire Frenzy is above Dire Beast by about 2k and CS by 7k. So you can still use it without destroying your DPS.
