Shadow - Did they made Mind Spike baseline??

So I read these two things on the 7.1.5 patch notes:
Mind Spike (talent) removed.
I was like "meh, never used this anyway"

then reading legendaries changes I saw this:
The Twins' Painful Touch
Your first Mind Spike cast after entering Voidform spreads Shadow Word: Pain and Vampiric Touch to 3 enemies within 10 yards of your target.

So, you get a new spell (mind spike) with that Legendary item, or does this means Mind Spike is now baseline for all shadow priests???

Can someone please clarify?

It's gone.

They just updated the Ring tooltip incase they would've kept the Mind-Flay replacing Mind Spike around, but after it's removal never removed that part from the ring tooltip.
