Arthas was in the Dk legendary quest line and Gromm was brought back in WOD and varian just died the expac so give it some time.

If you take a copy of a character from another timeline his return, then caverns of time bring back characters from the dead all the time, also we have seen echoes of arthas and ner'zhul in the frost artifact but doesn't mean they are back, arthas is still suffering in that void realm like frieza in dragon ball super.
