Just check the last page discussion about the six-feather fan. If the trinket is completely broken, Unholy DKs will either dominate the meter and everyone else will cry or we will need to be tuned around it (which is a lot more likely knowing Blizzard's policy of "DKs must never be top dps, ever"), just like with the legendary bracers bringing everyone down that doesn't get it.

I'll gladly take the nerf to the trinket instead of getting a full-blown nerfbat to the nose of the entire specc when we finally seem to be in the spot Blizzard wants us to be and that spot is decent.
And well, at least warriors are also under observation, even if it isn't nerfed for them yet.

Was a 2 minute cooldown last night, while instanced, despite what the tooltip said. Seems to have been fixed today.

The actual cooldown is back to 80 seconds, but the damage has been reduced by roughly 50%....as of tonight. Hitting for an average of 190k.

edit: Ok, so for some reason that only applies on target dummies. Just tested it in the world and it's still ticking for ~390k and has a 2 minute cooldown.
