No way do they bring back 10/25 man raids, that wouldn't be fair to current normal/heroic groups who would have to drop or recruit members, and it would be exceptionally unfair to mythic groups who would be forced to recruit 5 more high quality players.
As others have said, it's probably for Timewalking raids or just has to do with the tier token changes.

Of course not. Normal and heroic are already 10-30, so why would there be any reason to change it to 10/25?

Refers to Set tab of the Warddrobe which was added in 7.2. You can select different difficulties and sizes and thats where the strings were used.
