Anybody have any idea if the 2 set not refunding 22 crit is on purpose or a bug? Since it only refunds and doesn't generate I guess it makes sense?

As he said, it's not a Fury generator, it's a refund. The amount of Fury gained is directly related to the amount of Fury spent, so it's a set value. Just the same, if a future set reduced the Fury cost of Chaos Strike, the fury "gained" from a crit would also be reduced.
