Let's say a situation arises, Bestial Wrath and Aspect of the Wild are both up, i'm about to focus cap and Dire Beast resets, do i focus cap myself and use it then carry on with Kill Command/Cobra shot?

Focus cap doesnt mean all too much in my experience, use it right away to keep your cd's flowing in a healthy manner. Open with DB after Crow-Bw-AotW as well.
I would say with set yes, non set no. Unless its with boots under lust and cobra/db both resets kc at the same speed.
Unless you have the legendary shoulders and can bank the charge yes. Focus capping is less important than getting the CD on dire beasts rolling, or opening it up for another wild call proc.
In your situation listed above, assuming you aren't saving CDs for something...hit Bestial wrath then dire beast then aspect, and kill command last. If you are fast enough with aspect you can get it off before your dire beast lands it's stomp (giving it 10% increased crit).
You will focus cap for a sec, but that should not matter too much. The proc occurring is definitely worth using right away.

Ok so the general consensus seems to be use Dire Beast as soon as it's available.
What about if I'm using Qa'pla and Kill command has 2 seconds left on it's CD? Do I wait 2 seconds for it to come off cooldown to benefit from the 3 second cd reduction granted when casting dire beast? Or just cast dire beast anyway and just see the cooldown reduction on KC as a "little bonus" and not something i should change my rotation over?
