Frost Legendary question

Currently my legendaries that I can use for Frost are Consorts Cold Core, Perseverance of The Ebon Martyr, and Sephuz Secret. Im going to be keeping the helm on because HB damage is ridiculous but I'm up in the air about the other two. Whats better over all, Sephuz or Cold Core?

legs. Higher ilvl gives more strength and the effect is usable in raids and better in dungeons.

I use helm/sephuz for m+s
I proc the sephuz on cooldoown with deathgrip/interrupt/stun with RW.
I have helm, bracers, sephuz & prydaz.

Helm & sephuz is amazing.

I really like the new Sephuz after the buff, it's like a mini Bloodlust every 30s in dungeons. However being able to pull massive packs with Sindragosa every 2.5 minutes is also cool, thats why I'm so split.

In raids the legs are probably better due to hardly being able to proc Sephuz on bosses, but in dungeons I'm still not so sure.
