Breath is generally the best for nearly every encounter. ST, cleave and AoE. Although there are probably better AoE specs, but nobody would spec purely into AoE as frost given how high it's innate cleave is anyway.

Frost DK is in a good place...but he is far from the top of the pack. In most progress guilds you play with 2 assa rogues, 2 havoc dh and then you have 1-2 melee places left...retribution paladin and frost dk are mostly fighting over these raid spots. Havoc dh outclasses frost dk in nearly every situation...better burst, better mobility, better single target dps, better utility. Frost DK is actually really good but there are few to none situations for him to be a better pick then havoc dh.

Frost DKs are strong but they are not op or broken. They are stronger because their kit fits NH mechanics very well bot because the class is some kind of god.

Frost is actually in the same situation that Unholy was in. It's pretty decent if it has it's BiS legendaries, otherwise not so much.
