Koltira's Newfound Will

I just got my first legendary and it happens to be the belt, Koltira's Newfound Will. I was just wondering, is this legendary one of the good ones? And does it affect my talents or stat priority in any way? Like, should I change something after having received the belt

It's one of the good ones but it dosn't make you alter your rotation in any way.
