I am not aware of any body armor level that is banned on a federal level. I can't speak for states level. In Georgia no such thing exists.

Depending on what my plans are for the day dictates if I open carry or conceal carry. IMO open carry is much more comfortable for me, but If I plan on going to more crowded places I'll conceal carry for sure.

Open carry is legal, so that shouldn't have been an issue for the cops.

Wearing masks while open carrying is a clear act of breaching the peace.

It's amusing that the police officers make the case that someone is allowed to shoot first when they feel threatened by armed people though.
