I got my 6th at 99% progress. So it's pretty dang accurate most of the time. It's based off like 10000 characters or something, so it's off real data.

nice anecdotal evidence. heres mine: i got 2 legendaries on the same day when it said i was 40% to my next legendary. it's not accurate. its just a guess.
