I'm seeing good discussion here there about Lonely Winter for frost mages in dungeons and raids, but I wonder: does it help, or hinter, or not matter much for frost mages doing world quests and such?

You have very good slows a frost mage and will do fine without your pet. If you find you lose many globals in kiting not doing damage, at leat your pet will do some.
I leveled from 100-110 with lonely winter and never ever felt the need to have a pet. You will do just fine with or without.
be aware, be awake, and you won't be fake
I find Frost Mage does incredibly well out in the world, without a pet. Just make sure you're using the Vargoth buff at all times.
Granted, it's tough to noticed an extra damage boost when procs let you 1-2 shot everything.
