I think the real issue is that gear performance scales exponentially with ilvl in WoW. I remember back in Everquest you were lucky to even get a 20% performance boost from getting the next raid gear set. In WoW, it's not uncommon for the next raid tier to perform well over 200% better than the last.

In such a system, you have an expansion where people are starting at maybe 100K DPS, get several new sets of gear over time, and end the expansion doing over 800K DPS, etc.
