A GM just got back to me and they said that both Shinfel & Ritssyn need to be off missions for this to work. Only 4hrs to go then

I had the same problem, luckily Shinfel was on a 3h mission. After the mission is done I left Dreadscar Rift, re-entered and she was there for the quest.

Try abandoning the quest and then logging out and in. I have her out on a mission and was able to do this quest.

Alright, got a response from a GM telling me I just had to wait. I still got a day and 19 hours left for her to return, but i went back to the orderhall and Shinfel was there again(?). I dont get it

Just spoke with GM.
To the people that don't have any quests on Broken Shore:
Apparently you got to wait 24h after completing your first invasion for quest to pop up.

Shinfel is back from mission and I was able to do it.
